Memorandum

This memorandum is executed with a view to harmonizing and promoting the key principles of the post-war economic policy.

We, the undersigned, acting on behalf of those business communities that we represent, have agreed as follows:

    The russian federation’s war against Ukraine is challenging the very existence of Ukraine as a sovereign state, which includes threats to the key industries of the Ukrainian economy, deep recession caused by the war, destruction of infrastructure, large-scale migration, disruption of value-added chains, logistical restrictions in the country’s international trade, etc.

    Accelerated economic growth has become a matter of survival for the country and the nation, especially now, against the backdrop of major destructions, dire demographic straits, and recurrent underinvestment. Without a strong economy, we can’t have a sufficient defence budget, a sufficient number of competent professionals and reservists, or the quick growth in people’s welfare as expected after the victory.

    For economic recovery, we need a large-scale deregulation, investment, vast labour resources, and an upsurge of business activities. Rebuilding and revival of the Ukrainian economy are impossible within the existing frameworks of the "Mostly Unfree” country (Ukraine ranks 130th in the global rankings of economic freedom).

    A policy for the recovery and accelerated growth of Ukraine’s national economy will be implemented through the efforts and mostly at the cost of Ukrainian entrepreneurs, which makes us believe we have the right and obligation to participate in setting the priorities, shaping and introducing economic policies together with the Ukrainian government and international organisations.
